REGULAR COUNCIL SESSION
April 14, 2008
REGULAR COUNCIL SESSION:
Mayor Clark called this meeting to order at 7:51 PM. Present were Mayor Clark and Councilors Walt Collier and Traci Martinez. Also in attendance were City Recorder Wenonah Ammon and City Clerk Tina Clark. Members of the community were in attendance; a sign up sheet is attached.

MINUTES-FINANCIAL STATEMENTS-BILLS PAYABLE:
Mayor Clark called for a motion "to accept the minutes from March 10, 2008 Budget Committee meeting." Motion made by Councilor Collier and seconded by Councilor Martinez. Motion passed with aye votes heard from: Collier, Clark, and Martinez. No nay votes heard.

Traci Martinez made a motion "to accept the minutes from the Regular Council meeting held March 10, 2008," seconded by Councilor Collier. Motion passed. Voting aye was: Clark, Collier, and Martinez. No nay votes heard.

Mayor Clark called for a motion "to accept the Bills Payable list and Financial Statement for April 2008." Motion made by Councilor Collier declaring an actual conflict of interest due to him as an employee receiving a wage, seconded by Councilor Martinez. Motion passed. Voting aye: Clark, Collier, and Martinez. Nay: 0.

ORDER OF BUSINESS:
  1. Councilor Collier motioned "to accept Ben Anderson's resignation letter" seconded by Councilor Martinez. Motion Passed. Voting Aye: Clark, Collier, and Martinez. Nay:0.

  2. Motion "to declare a council vacancy," was made by Councilor Clark following second by Councilor Martinez. Motion passed with aye votes. Aye: Clark, Collier, and Martinez. Nay: 0. The recorder was instructed to notify the public of the vacancy.

  3. Motion "to change authorized signature holders on the checking account and safety deposit box, and to accept the Corporate Authorization Resolution as required by Riverview Community Bank, taking Dorothy Stormer off and replacing with Traci Martinez." Motion made by Councilor Clark and seconded by Councilor Collier. Motion passed with aye votes heard from: Clark, Collier, and Martinez with a potential conflict of interest. Nay: 0.

  4. Councilor Clark made a motion "to remove Ben Anderson, replacing with Traci Martinez as authorized signers for grant projects P05029 and P05041. Motion seconded by Councilor Collier. Voting aye: Clark, Collier, and Martinez with a potential conflict. Nay: 0

  5. Recorder Ammon described to the council the Total Maximum Daily Load (TMDL) and water quality proposal that requires assistance from the community to help prevent bacteria, mercury, and temperature changes to the river. Motion "to accept the draft proposal of the Total Maximum Daily Load water quality as written," was made by Councilor Clark and seconded by Councilor Collier. Motion passed. Aye: Clark, Collier, and Martinez. Nay: 0.

  6. Motion made by Councilor Clark, seconded by Councilor Collier "to approve Senate Bill 111/ Proposed Law Enforcement Use of Deadly Physical Force Response Plan." Motion passed with a unanimous vote of aye. Aye: 3, Nay: 0.

  7. Resolution 2008-3 A Resolution to Develop a Linn County 10-Year Plan to Address Homelessness was read aloud by recorder Ammon. Discussion heard regarding Resolution 2008-3 and its potential impact on the community. Motion "to accept Resolution 2008-3 as written," was made by Councilor Collier and seconded by Councilor Martinez. Motion passed. Aye: Clark, Collier, and Martinez. Nay: 0.

  8. Discussion items of disaster funding assistance included a stop sign and a damaged fence at water intake. The recorder was instructed to look into this and compose a list of additional damaged city property.

  9. Mayor Clark appointed herself as the Water Commissioner pro tem and appointed Councilor Collier as Street Commissioner pro tem until newly appointed council vacancies were filled.

  10. Mayor Clark initiated a discussion regarding the efficiency of the Oregon Water/Wastewater Agency Response Network. Councilor Clark made a motion "to become members of ORWARN," seconded by Councilor Collier. Motion passed. Aye: 3, Nay: 0.

  11. The SCA Grant for Short Street was discussed and Councilor Clark made a motion following seconded by Councilor Martinez, "to appoint recorder Ammon and Councilor Collier to obtain bids for repaving Short Street."

  12. Discussion heard of a possible donation from ODOT of tall snow poles for the City.

  13. Mayor Clark requested the recorder draft a letter to show support towards the difficulty for filing the Statement of Economic interest and the burden it puts towards local governments.

  14. Mayor Clark motioned "to contribute a financial contribution of $100.00 towards North Santiam Canyon Economic Community Development." It was announced that this contribution would be used for future development of the Alternative Trail project.
SAFETY REPORT:
Recorder Ammon announced that on April 7, 2008 a safety meeting between Gates, Detroit, and Idanha was held and reported that Idanha had no safety or hazards to report. Mayor Clark requested to research a safety plan for the water plant.

COMMISSIONER REPORTS:
Water Report:
  1. Councilor Collier reported to the council that Coffey Laboratories out of Portland has lost their accreditation through the state of Oregon to test water. Idanha's water superintendent Greg Benthin changed water-testing companines to Box R Water Testing and Analysis out of Prineville to continue testing Idanha water.

  2. The Water System Improvement project is complete and Benton Electric will be proposing a bid for the wiring of a generator at the Water Plant.

  3. Councilor Collier announced he has been working on programming the GPS with all water meter and hydrant locations

Street Report: It was observed that surveying was being done on Main Street.

Park Report: Mayor Clark requested the recorder to contact Marion County to have Work Crew help clean up city property.

Building Report: No Report.

Motion made to adjourn by Councilor Collier and seconded by Councilor Martinez. Mayor Clark declared this meeting closed at 8:07 pm following a mutual consensus of the Council.
