Regular Council Session
July 14, 2008

CALL TO ORDER:
Mayor Clark called this meeting to order at 7:02 PM. Present at the meeting were Councilors Walt Collier, Traci Martinez, and Peggy Gray. Also in attendance (sign up sheet attached) was Stuart Childs representative of Kennedy/ Jenks Consultants with two associates; later introduced in the meeting. City Water Clerk and Recorder Pro Tem Tina Clark was present standing in for Recorder Wenonah Ammon who was not present. Renata Wakeley representative for Mid Willamette Valley Council of Governments and other community members were also present.

PUBLIC INPUT:
  1. Letter of interest to serve on the Idanha City Council, submitted by Idanha resident Albert Adams was reviewed. Councilor Clark asked for a motion "to appoint Albert Adams to the Council." Motion was made by Councilor Collier and seconded by Councilor Gray. Aye: 4, Nay: 0. At this time Mayor Clark administered the Oath of Office and had Mr. Adams make signature with Pro Tem Recorder Tina Clark. Mayor Clark appointed Al Adams as Water Commissioner and instructed staff to have council binder with commissioner duties ready next week.

  2. Stuart Childs from Kennedy/Jenks Consultants passed out an updated report (attached) to the Council for their review. Stuart Childs introduced to the Council Rob Peacock, engineer who discussed collection system update with alternatives for the wastewater with price differences. Then introduced Shaun Pigott funding and financial expert who gave a summary discussing funding options. Stewart Child stated Tasks 1-4 would be completed and submitted to the City.

  3. A mutual consensus amongst the Council to have Renata (MWVCOG) research more funding options and report back to the City at the next Council meeting dated August 11, 2008.

MINUTES/BILLS PAYABLE/FIANCIAL STATEMENT:
Mayor Clark called for any changes or deletions to the minutes dated June 9, 2008. With no changes or deletions heard, Mayor Clark called for a motion "to accept as written minutes dated June 9, 2008," motion made by Councilor Martinez and seconded by Councilor Gray and motion passed with aye votes heard from: Clark, Collier, Gray, Adams, and Martinez, Aye: 5 Nay: 0. Mayor Clark declared one addition to the Bills Payable list for July 2008 and called for a motion to accept the Bills Payable for July 2008. Motion made by Councilor Gray and seconded by Councilor Martinez "to accept the Bills Payable with the addition." Motion passed with aye votes heard from Clark, Gray, Adams, and Martinez. Councilor Collier declared an actual conflict due to an employee receiving a wage and did not vote. Aye: 4 Nay: 0.

Mayor Clark asked that the following accounts be checked for accuracy with Recorder Ammon upon her return; E10-111, E20-103, E20-105, E20-115, E20-120, E30-103, E30-104. Councilor Adams made a motion "to accept the Financial Statement," following second by Councilor Gray. Motion passed with aye votes heard from Clark, Gray, Adams and Martinez. Councilor Collier declared an actual conflict and did not vote due to employee receiving a wage. Aye:4 Nay votes: 0.

ORDER OF BUSINESS:
COMPLAINTS/VIOLATIONS:
  1. Ongoing Nuisances and complaints for 185 Main Street and 165 Main Street were discussed.

  2. Mayor Clark read aloud Ordinance #68 and pictures were passed out of properties that are currently in violation. Mayor Clark asked how the Council would like to proceed with the nuisances and suggested a letter to be sent to each property with a copy of the Ordinance giving the property owners 30 days to comply Council Martinez made a motion that a letter be sent to the following properties; Lots 4300-4400 Main Street, 488 Mountain Avenue, 155 Riverside Drive, 280 Cedar Street, 315, 365, 443 & 453 Willow Street, 136 Riverside Drive, 120 Hwy 22 SW, 112 Hwy 22 SW, 185 Hwy 22 NE, 165 Main Street, 145 Main Street, 185 Main Street, 216 Main Street, 481 Hwy 22 NW, 145 2nd Avenue SW, 205 Church Street. Councilor Adams seconded. Councilor Collier declared a conflict. Ayes: 4 Nay votes: 0

  3. Mayor Clark read aloud Ordinance #91, violations were discussed and pictures of the properties in violation were passed around. Councilor Gray made a motion that the properties in violation were sent a letter with 30 days to comply. The following addresses will be sent a letter; 275 Cedar, 397 Church St., 162 Riverside Dr., 100 Church St., 183 Hwy 22 NE., and 122/192 Hwy 22. Councilor Collier seconded and Mayor Clark declared a conflict. Aye:4 Nay votes: 0.

  4. Teresa Madsen notified Council of the community potluck previously discussed, is being planned. The date for the potluck is decided for Saturday, September 27 from 11:00 am - 2:00 pm. Water Clerk Tina Clark will make notice. Dishes for the potluck are categorized by last name; A-I will bring Salad, J-Q will bring a Main Course, and R-Z will bring Dessert.


COMMISSIONER'S REPORT:
Water Report: No Report submitted by Greg Benthin. Public works employee Walt Collier reported to the Council problems with current turbidity and new cleaning techniques. Collier also reported that a major leak was to a main line on Hwy 22. Councilor Martinez stated that Tony Hills received new equipment if needed by the City.

Building Report:
Commissioner Martinez notified the Council that a building permit was applied at City Hall for 426 Willow for a garage.

Street Report:
Commissioner Gray advised the Council that Short Street is complete and that City Hall employees are in the process paying the final bills on the project.

Park Report:
Commissioner Collier reported that the park had been mowed but Marion County Corrections Work Crew has not been at the park for clean up as of yet. Office staff will contact Marion County to check the status of a crew coming to Idanha. Mayor Clark requested Public Works employee Walt Collier to weed eat the property in from of City Hall and the parking area next to City Hall.

Councilor Martinez motioned to adjourn this meeting at 9:05 and was seconded by Councilor Gray and passed. Meeting adjourned.
