Regular Council Session
June 9, 2008
CALL TO ORDER: Mayor Clark called this meeting to order at 7:04 PM. Present at he meeting were Councilors Walt Collier, Traci Martinez, and Peggy Gray. Also in attendance (sign up sheet attached) were Stuart Childs Representative of Kennedy/ Jenks Consultants and City Recorder Wenonah Ammon along with other community members.
PUBLIC INPUT: Stuart Childs from Kennedy/Jenks Consultants handed an update report (attached) to the Council and discussed financial data relating to the Sewer project. Discussion items included an alternative treatment facility that could best suit Idanha's condition and the best method to acquire money to help fund the sewer project. No formal decisions made.
MINUTES/BILLS PAYABLE/FIANCIAL STATEMENT:
Mayor Clark called for any changes or deletions to the minutes dated May 12, 2008. With no changes or deletions heard, Mayor Clark called for a motion "to accept as written the minutes dated May 12, 2008," motion made by Councilor Collier and seconded by Councilor Martinez and motion passed with aye votes heard from: Clark, Collier, Gray, and Martinez, nay: 0.
Mayor Clark declared four additions to the Bills Payable list for June 2008 and called for a motion to accept the Bills Payable for June 2008. Motion made by Councilor Martinez and seconded by Councilor Gray "to accept the Bills Payable with four additions." Motion passed with aye votes heard from Clark, Gray, and Martinez. Councilor Collier declared an actual conflict due to an employee receiving a wage and did not vote. Nay: 0.
Councilor Gray made a motion "to accept the Financial Statement," following second by Councilor Martinez. Motion passed with aye votes heard from Clark, Gray, and Martinez. Councilor Collier declared an actual conflict and did not vote. Nay votes: 0.
ORDER OF BUSINESS:
The Recorder made known to the Council that the incorrect month were written on Resolution 2008-7, 2008-8, and 2008-9.
- At this time the Recorder read aloud Resolution 2008-7 A Resolution Authorizing the Transfer of Appropriations within the General Fund. Motion "to accept Resolution 2008-7 with correct date", was made by Councilor Martinez and seconded by Councilor Collier and passed. Vote: aye: Clark, Collier, Gray, and Martinez, nay: 0.
- Mayor Clark called for a motion "to accept Resolution 2008-8 with correct date", after the Recorder read aloud Resolution 2008-8 A Resolution Authorizing the Transfer of Appropriations within the Water Fund. Motion was made by Councilor Gray and seconded by Councilor Martinez and passed. Vote: aye: Clark, Collier, Gray, and Martinez, nay: 0.
- The Recorder read Resolution 2008-9 A Resolution Authorizing the Transfer of Appropriations within the Street Fund. A call for a motion was made by Mayor Clark with motion "accepting Resolution 2008-9 with corrections" as made by Councilor Collier with second by Councilor Gray and passed. Vote: aye, Clark, Collier, Gray, and Martinez, nay: 0.
- Resolution 2008-10 a Resolution Levying a Tax for Fiscal Year 2008-2009 was read aloud by the Recorder. Motion "to accept Resolution 2008-10 as read" was made by Councilor Martinez and seconded by Councilor Gray and passed. Vote, aye: Clark, Collier, Gray, and Martinez. No nay votes heard.
- The Recorder read aloud Resolution 2008-11, A Resolution Adopting a Budget for Fiscal Year 2008-2009 and Appropriating Funds. Motion "accept Resolution 2008-11" was made by Councilor Martinez and seconded by Councilor Collier. Vote, aye: Clark, Collier, Gray, and Martinez. No nay votes heard.
- A motion made by Councilor Collier and seconded by Councilor Gray "to have the Recorder sign on behalf of the City a one year planning contract with Mid-Willamette Council of Governments." Motion passed with a vote of aye from Clark, Collier, Gray, and Martinez. Nay: 0.
- The Recorder reviewed with the Council the status of the City Wide Clean Up; where the dumpster will be located, verification of Kevin Hill's attendance, bake sale, book sale, and flower sale.
- Recorder Report was discussed; discussion items included a mutual consensus not to participate in Marion County's 150 miles to a 150 years, not to participate in the Marion County Fair to have a City booth, and a motion "implementing the summer water rates to include an addition 1,000 gallons in the base rate" Motion made by Councilor Martinez and seconded by Councilor Collier. Aye: 4, Nay: 0,
COMPLAINTS/VIOLATIONS:
- Cable complaint discussed concluding with confirmation from the Recorder who spoke with WaveDivision that the problem was being worked on.
- Complaint for the property located on Church and Willow Street lacked contact information and was deemed an invalid complaint.
- Marion County Building has been notified of work being done without proper building permits for 145 Second Ave. No action taken.
- 165 Main Street complaint of a modular building abutting on property lines without the proper setbacks was discussed. Recorder Ammon stated more information from the Attorney regarding the matter and it was mutually decided that this complaint would be re-evaluated at the July 14, 2008 Council Meeting.
- 185 Main Street complaint of property owner running a wrecking yard in a residential zone without proper permits would be researched with the Attorney and re-evaluated at the July 14, 2008 Council Meeting
COMMISSIONER'S REPORT:
Water Report: The monthly usage and quality report as prepared by Water Superintendent Greg Benthin was reviewed Mayor Clark requested to have unaccounted water for the previous month included on the water report. Public Works employee Walt Collier reported to the Council that the T C tracer study was done which resulted in a temporary increase of chlorine.
Building Report: Two permits were filed at City Hall: one for a structural permit and one for an electrical permit.
Street Report: Correspondence was received stating logging on the South side of Idanha, when complete will file the proper paper work with the City. A bridge inspection report is available at for examination at City Hall.
Park Report: The porta potty was delivered at the park.
Councilor Martinez motioned to adjourn this meeting at 8:04 and was seconded by Councilor Collier and passed. Meeting adjourned.
