REGULAR COUNCIL SESSION
November 10, 2008

CALL TO ORDER: Mayor Clark called this meeting to order at 7:02 PM, present at the meeting were Councilors Al Adams, Walt Collier, Peggy Gray, and Traci Martinez. Also present is City Recorder Wenonah Blanchette. Members of the audience in attendance are recorded on the sign-up sheet. (attached)

PUBLIC INPUT: No public input received at City Hall or heard at this time.

MINUTES/BILLS PAYABLE/FINANCIAL STATEMENT: Mayor Clark called for a motion to accept "the minutes dated October 20, 2008." Motion made by Councilor Collier and seconded by Councilor Gray. Motion passed with aye votes heard from: Adams, Clark Collier, Gray, and Martinez. No nay votes heard. Discussion heard regarding the grant disbursement process and over expended budget items. It was reported that it was only an administrative error and the over expended budget line item would be fixed. Motion "to accept the Bills Payables and the Financial Statement for October 2008," was made by Councilor Gray and seconded by Councilor Martinez. Councilor Collier abstained and did not vote due to employee receiving a wage. Motion passed with aye votes heard from: Adams, Clark, Gray, and Martinez. No nay votes heard.

ORDER OF BUSINESS:
  1. Discussion was heard regarding the job opening for the water/ public works position. It was mutually decided to have Water Superintendent Greg Benthin, Walt Collier, Councilor Martinez, and Wenonah Blanchette as the hiring committee to conduct interviews on the 17th of November. The Council will then review and coordinate an executive session at the following council meeting to make a formal decision.

  2. Motion made by Councilor Collier and seconded by Councilor Gray to dissolve Resolution 2004-2 A Resolution Creating an Account for the Federal Lakes Recreation Committee Detroit Lake and Approving the Establishment of a Separate Bank Account." Motion passed with aye votes heard from: Adams, Clark, Collier, Gray, and Martinez. No nay votes heard.

  3. Discussion had regarding the changing of streetlights to different locations, streetlights that were out, and limbs overhanging on certain power poles. Street Commissioner Peggy Gray reported that a message was made to Consumer Power regarding the issue but did not speak with them at this point. She will review with the Council at a later date as to the streetlights.

  4. The Recorders Report was read and discussed. Discussion items included slash burning behind the Church, a request to have the recorder contact Marion County Building Department regarding 145 Second Avenue to have them research the property as a dangerous building, and a motion "requesting the City attorney to send the Fire Department a letter stating that the City will repair the asphalt in front of the bay area at a later date due to lack of money in the budget." Motion made by Councilor Adams and seconded by Councilor Collier. Motion passed: 5, Nay: 0. No further items discussed.
COMMISSIONER REPORTS
Water Report: Water report as submitted by Water Superintendent Greg Benthin was reviewed with a request to the recorder to have a meeting between the Mayor and Greg in understanding her requested changes to the report. It was mutually decided to have the phone numbers for emergency contacts for the Water Plant updated.

Building Report: No Report

Street Report: No Report

Park Report: No Report

Mayor Clark discussed to the Council an emergency notification of heavy rainfall and requested to have everyone look out for blocked drainage ditches and high levels of water to report to City Hall if needed.

ADJOURNMENT: Motion heard by Councilor Gray following second from Councilor Collier to adjourn the meeting at 7:54 PM. Motion passed.
